Access to Quick Links is dependent on the privilege "PerformEnrollment" being enabled in the Sponsor role. Quick Links are only offered to a Sponsor user within the Enrollment screen.
Tip: An official name change or address change can be made through Quick Links as an alternative to submitting a Life Change Event for this purpose.
The interdependent privileges are:

When Perform Enrollment is enabled the Quick Links options will be listed in the Enrollment screen.
